If you do your homework it is possible to buy bottom land and NRCS will reimburse you for the cost of the land and levies and water control structures. I own a 4 WRP farms in Jackson, Jennings & Scott counties. I've made about every mistake you can in the WRP so hit my email if you have any questions.
