I bought a Sportspal recently and even though it is highly stable, does anyone have an idea to make a couple of outriggers for it and how you might attach them? Thanks for any advice.

In my opinion you will have to work really hard to tip that boat. I have used a sportspal conoe quite a bit and never felt unstable.
I have seen outriggers made with a couple lengths of conduit and boat bumpers. Nose of bumper tilted upward attached to one length of conduit. The rear of the bumper lower than the nose attached to the other length of conduit. Outrigger could be strapped to cross brace and/or clamped to gunnels.
Never had any need of outriggers on my old Sportspal. Paddle the boat some before deciding it needs Outriggers.
