What I find interesting, The hunter didn't field dress the deer before bringing it to the check out station.

You have to realize the deer in Florida are a little smaller than the ones you are use to hunting in Wisconsin. One year I took a "big" buck with my bow on a NWR. After field dressing it weighted 86 lbs. It was the biggest buck taken there in several years.

It is also possible they may been collecting tissue samples for research and didn't want the deer field dressed.

In general, deer are not checked in Florida. The bag limit is 2 per day, or at least it was 15 years ago when I lived there. I worked with a guy that took 60-70 deer a year.
