Time and money are definite restraints. Try and price a new 20? boat and outboard. Your friends 28k is not a bad deal! Most manufacturers have a year or more wait now with the pandemic. Plus the pride of building it yourself is priceless.

Tod, Was there something specific that made you stay away? It looks like it would be a good all around boat. I have a large sea duck rig but this may fill the need for striper and trout fishing. A honker has some appeal to me as well.
