There shouldn't be any difference between the two as far as skill level goes. The Bluebill has a motor well, but it doesn't take any great skill for that--just a little more time. The two questions you need to consider are: Will you ever want to take another person in the boat? Will you ever take it out of sheltered waters? If either answer is yes, you should probably build the Bluebill. If both answers are no, you should probably build the Broadbill.
I built the Bluebill because I wanted to be able to take one of my kids with me occasionally and still use a small boat. Also, I will sometimes venture into the main channel of the Mississippi and feel better about handling the wakes from barges and yachts with a 12' boat as compared to a 10'. But your use may differ.
