Second layer of fiberglass?

When putting a second layer of fiberglass on the bottom, do you fill the weave on the first layer before putting on the second layer? Or do you just put the second layer on the first as laid without filling? I prefer to lay it dry.

I am not an expert, but I wouldn't fill the first layer before adding the second. The fill seems mostly cosmetic to me.
