Joe, when I built my Garvey this summer I built the floor exactly as SS showed above. I used 3/4 marine ply and coated it in truck bed liner. each end has handles cut into it so I can lift it out of the boat if/when desired. Works really well. Its heavy enough that it does not need to be secured...

I believe one of the reasons for including mergansers in the regular bag limit was because many guys can't lay off shooting them...they hunt more to pull the trigger than anything. So if they shoot more mergansers, they shoot less of species of greater concern, like scaup, redheads, cans etc...

I've used that too. As well as thick leather, zip ties, various hardwoods, cutouts from soda bottles with felt epoxied on them...probably a half dozen other things I'm not remembering.

Funny, I hadn't considered any of that (especially murder....jeeze!) but upon seeing the decoy you're the second person to relay those thoughts. My brother and I have made a game of screen shotting what comes up in FB MP searches and sending them to each other. Our searches are typically for old chevy trucks and hunting equipment/decoys. The things that come up are often hard to believe are things that are really for sale!
