Tom, The Bill mentioned in the article wasn't the victim, rather a hunter who heard his cry's for help.

Not that I am aware of. Law like that wouldn't have kept them from sinking but it may very well have saved his life. They said about 10min before rescue crews arrived they didn't hear him yelling anymore. Not sure if it was a result of hypothermia at that point or just drowning.

I wondered the same, Eric. I believe Bill has a couple boys but I'm not sure how often he makes it up this way.
