1996 evinrude 25 hp problem

Having problems with the motor running at high rpm. I had just replaced the fuel pump, cleaned the carb. Has anyone seen this before with the style motor can't seem to figure it out i have a feeling it is like a rev limiter which in theory would be the power pack.

my 40hp would go into slow mode when it got a signal from one of the safetys it would shake and sputter if you tried to go fast, you could idle anywhere. It ended up being the stator, under the flywheel which shorted the power pac and fried the safety. My mechanic is up near Quakertown, PA

My "rude" started acting the same way last season. Unfortunately it was the power pack. They can be pricey...

I am not sure about your motor but if it is an oil injected motor make sure you have enough oil in the tank. OMC has a feature that cuts the RPMs when the tank gets low, ran into it a few years ago on a 3 cyl. 25 or 35 OMC. Foggy memory but worth a check, cheaper than a power pack. Good luck, if that doesn't work repost and I'll dig a bit deeper.
 
It is not oil injected I think I might put a new power pack on it my buddy has a back up motor that is the same I might steal it off that for now so we can finish the season
 
That's too bad but at least you can find out if it is the pack that is bad. Be sure to let us know what you find. Good luck.
