9.9 Outboard help

I got the 9.9 out today to let it run a bit. I took the prop off and attached the hose attachment spout to the lower unit. Turned on the hose and fired her up. The problem is if I give it to much throttle it has a delay before it really starts to spin and begins to stall. If I pull the choke out just a bit it will stay running. I noticed that it has a white foam (oily) that drips out where the prop would be. Lots of smoke comes out of the lower when I give it throttle as well.

Any thoughts on what the problem might be?

Over revving on a hose. You shouldn't rev it up when it's not in the water. The white oily stuff is unburned fuel/oil mix dripping out of your exaust housing..you usually don't see it since it is kicked out under water. With no back pressure, it probably is running a bit rich causing the stumble and excess oil drip.

So in other words it should be fine in the water, based on what I've told you? Thanks for all the help. I bought this motor last year - used, and I haven't had it in the water yet. As soon as I get the broadbill complete it will see aquaaaa.....

More than likely Ryan. The muffs are only for flushing. If it had been winterized last year, the white stuff could be fogging oil too. Since it was used when you got it, you should probably change the impeller and it wouldn't hurt to run a can of Sea Foam in your first tank of pre-mix when you get it on the water.
 
You can also test run it in a tank (cut off 55 gallon drum or even a 5 gallon bucket if there is free room for your prop).

I disagree with the cause being that it is on a hose. Whether the motor has enough water pumping or not shouldn't affect the motor hesitation and stalling, unless it is because it is overheating. It sounds to me more like the carb has gotten gummed up.

good chance thats fogging oil. Its likely the hesitation is fouled plugs, replace them install your prop and test run at the lake. Dont wait until your going fishing incase theres a problem.
 
Thanks All. I think I'll run a can of Sea Foam through the first can of gas per Lee's recommendation, change the plugs per Marty and give her a test run - in the lake. Hopefully she purrrrs like a kitten and I don't need to do anything else. I'll keep ya posted. Thanks again for the input!
