Anybody build a glued lapstrake boat?

Depends on the wood. Cedar or other traditional planking just gets painted. Plywood planks can be glassed, but are a pain to get the cloth around the laps in the planks. Edge grain can be epoxied to help keep out the rot but it does require some up keep.
Check out books by John Gardner on amazon. He was a big promoter of wood boat building at the Mystic Seaport and published in the National Fisherman. He gives many details of lapstrake building in his books.

Other than this site, the above is my absolute favorite for wooden boat questions. It's NDR, but it's chock full of hardcore wooden boat builders who can answer your questions about lapstrake. Good luck Andrew.

Do you fiberglass the outside or just paint it?

I've rebuilt a lot of lapstrake skiffs...up to 160 linear feet in one 28 footer. Seat all the laps in bedding compound & fill the screw holes with marine "bondo"/filler (sanding smooth). Once that's done, prime and paint with a top quality Oil Based Marine Enamel. Of course, I'd recommend our FME.... of course.

Will the FME take loading and unloading in the back of a pickup? I realize end of the season touch up will be necessary, but will it make it a season? ~15 trips.

Yes, FME will tolerate a lot of use and some abuse. Once cured, it's tough stuff.
You can use if for your base and final coating as it's a "primer based paint". It's also easy to touch up and repaint when necessary.

The dory book was the first that I bought after I met John. A close friend of mine has his 12' double ended dory in a picture of one of the books. It was cedar but could be done in ply planking. Lou is right. His paint will hold up fine if you touch it up each season.
The thing to remember is that these boats are meant to be used. Bang them around for the time you have it and build the next one when it gets worn.
I would try to get white oak for the frames if you can.
