Does anybody recognize the "call" in this picture that looks like an organ pipe? Is it a call? Or has the auctioneer misidentified it?

I've seen old crow calls that looked a little bit like it, but not identical. Interesting piece.
I've never seen one made rectangular, but to me it looks like a handmade duck whistle, without the benefit of a lathe.
