Following advice, corker salvage/ repair

So, per my previous post I have gone through my old cork decoys that I bought last year and will attempt to fix them up. One has made the ultimate sacrifice and is becoming filler dust for the others. So far I?ve removed the heads of several, gotten the worst of the crumbling bits out, sealed those areas with spar varnish and filled back to level. These pictures may or may not all be of the same couple of decoys, but it should give you the idea.

After using the cork dust and tightbond III bondo to fill some of the deeper voids I have let it sit for three days in a dry, warm place. Those areas are still somewhat soft, is this normal or did I do something wrong? Some of the areas are up to 3/4? deep
