Mounting plate for carving with power arm

If you are making this part, just go to any machine shop. Have them saw 5/16" slices, off a piece of 3 inch diameter hot rolled steel. Those slices should work just fine for the round plate without further machining, except for drilling the holes. I'd drill the holes before welding on the flat bar stock.
 
Looks like a blind flange, we use them all the time to cap blank off piping during work at industrial plants.

If you know anyone who works at a chemical plant or powerplant, etc., ask them always a bunch laying around. Ive made targets for rifle out of them too

What tool would be used for that Dave? Just curious, I?m having a hard time imagining what you would use.

Most shops use a band saw for the majority of their cutting needs, especially in solid materials. (Not sheet stock)
A saw cut IMHO, would leave a relatively smooth surface.
 
Patrick, unless you need the round base, most guys just use a piece of angle iron and drill the appropriate holes.

1) Sure looks to be a Blind flange.
2) Jode angle iron would work great, I'll look into that.
3) Dave the machine shop idea I like to. Maybe they could make the whole piece. I've been buying woodworking tools which wouldn't work on this project.
