re planks: If at possible, replace entire length of plank. If not, you cannot join a plank on a frame (rib). You either need to use butt blocks between frames or scarph (no less than 1:8 bevel) a new piece into the existing plank. Scarphing is most easily done on the bench - so you might as well replace entire plank.

Thanks Steve! Why though, can I not replace part of the plank? I planned on sistering to one of the old framing members and replacing the parts of the planks as needed. It's getting glasses over and faired. Does this apply to the top of the boat as well?

The idea is to avoid a 'hard spot" as hull planks move in use. Butt blocks or scarphing distribute the forces over a larger area than landing on a frame, even a sistered frame. You may get lucky with the strength of the 'glass but conventional boatbuilding says not to do it. You can get away with it on the deck - because the forces are so much lower - and less is at stake!
