In the past when I was burlapping decoys I would do two or three coats of gloss oil based enamel on them, both as a sealer and a base color. then I'd paint over it with oil based paints to keep everything compatible. The enamel soaks into the burlap and mastic pretty well.

Mark, I printed that picture you posted with the redheads, especially the hen head and it kind of changed my approach to the hens. I'm not there yet, but getting closer. I want to try some rustoleum rusty metal primer under my buff/brown flocking mix and see if I can get closer on the base color.

If you are painting a smooth surface decoy whether it's a slick or fine feathering. You don't want to use oil based paint pens, they are strictly what I use for flocked decoys. They are glossy on smooth surfaces, but not on flocking. So if it's a smooth surface, it's better to paint by hand...
