That'll work late season once the snow is on the ground and there are floating ice cakes. Early season you'll need a different paint scheme behind the decoy.
 
Howabout painting it as a Super Magnum Canada Goose, analogous to those chair blinds for geese hunting that had a giant flip-up goose shell for cover? LOL
 
Not a stretch of the imagination... Chad Tragakis wrote a good article - Caution & Ingenuity & Patience to, Early Methods of Upper Chesapeake Bay Duck Hunting, in the Sept/Oct 2014 issue of Decoy Magazine.

Page 14 shows a drawing of hunters using a "masked boat" aka Large SWAN. The drawing was published in American Agriculturist, Oct 1868. As the song sez "It's All Been Done".

Great job of carving but Mute Swans have a big knob on their bills - and your paint is too shiny - it'll flare the birds for sure!

BTW: The call of the Mute Swan is the only waterfowl call I can imitate well.....
