check maryland laws for non-resident. I never hunted there but I believe It is all but impossible to freelance the flats. You need to head to southern Maryland.

Call Maryland DNR about freelanceing I talked to the earlier this year and they said it is legal for non res to hunt out of their own boat accept one of the rivers you must have a maryland resident in your boat with you. I think the river is on the lower portion of the bay.

You can freelance at any of our WMA's, or State controlled areas on your own.

If you want to hunt the open waters of the state like the flats, you'll need a MD resident in the boat with you.

Here's what I'm talking about.... http://www.dnr.state.md.us/wildlife/offshore.html

Dave has it right and it would be preferably someone who knows the water. The flats can be tricky hunting, body booting or layout boats are the only way to go, very shallow water, ice flows, blow out tides, opening of dam gates, floating timber and what I call the "grass monster". I had a large roll of grass rolling along the bottom and ate 2 of my decoys this year, I was only able to recover one of them. It also can be crowded with hunters on weekends mostly hunting geese, hunting is generally tough and if there are birds around they are educated very fast.
