I need to attach cleats to my southbay DB.
I purchased 6" nylon cleats.
My question is, should i use 3m 5200 to glue the cleat to the deck and then bolt through the deck and 5200 a oversized backing plate, then washer and nuts?

Do as you want, but sounds like overkill to me.
All I've ever done when installing cleats is through bolt into a large backing plate, (solid wood, aluminum, piece of cured FG cutout) and use SS Fender washers then your regular washer and nut. A dab of silicon under the cleat seals it up. I've done it this way on commercial boats, towing vessels, and your regular toy boats, never had a failure...or a leak.

Nylon is one of the few materials to which 3M 5200 will not adhere - so silicone is the better choice. I like to back my cleats up with 1/2" plywood (AC is fine) to distribute the load - and SS fender washers are good practice. You can bed the plywood in silicone or 5200.

I put cleats on my southbay also...I raised them off the deck 3/8" so the grass wouldn't be in the way. Backed with1/4 ply and ss fender washers, silicone the holes and backers... Works so far...
 
if you use 5200 and the nylon cleat beaks, good luck removing the cleat. I used 3m 101 and backing plate and they do not move
