Cold water tail...

Before you hack it off, you should jump in the water naked yourself first and see if your tail goes limp. What about a tail cozies? Knit one out of wool.
 
Bailey had this happen two years ago. I sat her out for a couple weeks (she was better in a few days, but I didn't want to push it). It's never resurfaced.

the weird thing about this condition is that it goes away after 24 hours... the dog was hurting for sure the first day.

The entire tail goes limp and all the dog wants to do is lay quietly.

I'm not advocating removing the tail, but after the tail was docked, the problem went away... at least with my dog.
 
I certainly wouldn't try anything before consulting a couple vets,after the reacurrance,if any.Don't worry about the lab needing the tail as a rudder.While it may help to some degree,I'm sure he will compensate with foot pressure.That's the first thing you hear on AKC shows, when a Lab comes out to be judged,the TV talking heads always state,"that big otter tail is used as a rudder".LOLMy Boykin could do 270 turns faster than you could imagine.A long tail may have slowed him down:^)
