Picture of the bottom is not showing up. They appear to be either Herter's or molded from Clinton (or similar) molds.
 
For sure not Herter's Heads they are not hollow and no stem. Guessing maybe a Clinton body that somebody coated with epoxy or something, they are foam with a really hard outer shell. Usually the Clinton's I have and seen have writing on the bottom no sign on these, unless it was no name mold somebody used. This one kinda has me stumped, I will put them up for sale somebody will be a collector of them LOL
 
There looks to be damage or a cover up on the same location on each of them on the bottom. I have some old Cabellas black duck with the same flat bottom and eye bolt configuration but my tails are different. Hmmmm......
 
I suspect that repair in the middle is where the previous owner had glued one of them spring "yoyo" anchor string retriever deals, there were pieces of them devices in the bag and parts of one glued to a different decoy, that's my hunch.
 
Not Decoy Unlimited Clinton decoys from Iowa. Those molds had Decoy Unlimited Clinton Iowa in the bottom mold as I recall. There was a Clinton decoy mold from Pennsylvania also that was not affiliated with the Iowa company. They sure look like the flat bottom Herters my dad had when I was a youngster. These were before they offered the weighted keels but I don't remember if they had solid or hollow heads.
