I can only speak for Ohio, but since Covid 19 hit the state has switched all waterfowl and deer lotteries to an online only draw, whereas it used to be just the most popular spots like Ottowa NWR and Magee marsh. They charge $3 per entry so when you are like me and apply to 15 or so spots it totals out to 45 to 50 dollars per person. Considering how much money I waste on guns, ammo, and all the gear I don't have much issue giving the state money for this stuff. I figure it's going to be used better than most of our tax $
I spoke with a game warden a couple years ago and I was told that the online system is so expensive that the state gets about half of the money generated from the drawings. The other half pays for the online system.
