It might depend on the system. Like for my boys it automatically removes the option to add HIP to their licenses. So even if they wanted to participate I can't add it
 
As Brad mentioned, HIP is a cooperative effort between states and the USFWS. The federal mandate requires states to submit a sampling base of potential hunters for the USFWS to request participation in various surveys such as the hunter diaries and/or part collection survey. For the most part, the enrollment in HIP is consistent across states, but can vary by how states consider who is a hunter. For example, in Kansas, only those who are required to purchase a hunting license are required to enroll in HIP, exempting those hunting their own land and residents 15 and younger and 75 and older. Some states age cut-off can be younger/older. This also affects Federal Aid allocatons.

HIP and other survey programs have faced some challenges in recent years. Brad and others have done some great work in promoting HIP and streamlining the process.
