How Long Can It Go?

Not sure im going to have duck seasons in the next 10 years in my home state. Ive seen less and less numbers every year. The lake that has drawn every one and their mom to the state, is now at 1% and only a river channel. The duck commander boys make it here every december to hunt it, im guessing they wont this year though. I remember when it was plum full, no one knew about it, and the marshes would go for miles and miles and I had it essentially to myself as a young pup. Its getting really bad now, and if this keeps up, ducks wont ever make it this far south anymore.
 
In your aerial photo does your land owner own to the river bank. If so is it possible to pump direct from that water source instead of a well? Pumps can be rented instead of purchased.

He does own to the river. Well almost. TVA owns a path a few yards wide the entirety of shore. The problem is the bank is 20 feet high which is a lot of head for a pump to pull. Then there is the whole TVA permit process.... A well and a pump is by far the easier/cheaper route.

Do you even need a permit to pump for ag purposes?

In my area there's farmers pumping for irrigation directly from river with no permitting needed to my knowledge. The initial lift isn't 20 feet, more like 5', but rise thru piping to irrigate is surely that high.
