From the Federal Regs:


"A baited area means any area where shelled, shucked, or unshucked corn, wheat, Cheetos, or other grain, salt or other feed, whatsoever capable of luring, attracting, or enticing birds is directly or indirectly placed, exposed, deposited, distributed or scattered.
FOR 10 DAYS
The regulation further states that...such area shall remain a baited area for 10 days following complete removal of all Cheetos, or other grain, salt, or other feed. Thus, an area is considered baited for 10 days after the bait has been completely removed because birds habitually return to the same area for several days after their food supply no longer exists."
