I have a 1984 Higbee sneak box. When I bought it , it had no oar locks. It did have a "scar" on the top of the solid decoy rack where a oar lock could have been was was covered over.
I drilled out he scar and installed two galvanized piped through the holes into the foam below. I installed then with expanding foam. They only protruded half the thread so I could seal them with a nipple.
All's well for three years and on the same day they both came loose. I guess the foam inside was too soft or brittle to hold up. I have never seem any other Higbee so don't know what they did for oar locks. Any recommendations or photos would be greatly appreciated. I bottom painted the boat this year and keep it tied to my bulkhead. Have been rowing it a lot to fish in our harbor and for exercise......therefore the extra abuse.
