BBSB need some history help from the forum experts

I found this tag on a recently acquired BBSB style boat out of eastern shore virginia. Owner said it was from NJ originally. The tag reads Manasquan PK. NJ serial # 42. 1971
Not sure it is an Access permit for that area or a registration tag aka permit. I just want to find a hull id so I can mount the motor legally in Delaware. Any info appreciated

If you send a few pictures of the boat i can tell you the builder and if there is a serial number for the boat
 
Yep, please post photos! I am pretty sure one of the guys from the mid-Atlantic or Northeast can help you out!
Question: Why do you need the hull ID to mount the motor?
I assume this is because you need a VIN to register it?
If no original VIN on the hull, could you "create your own VIN" and register it as homemade?
 
Delaware requires receipts and a notarized statement to consider a boat homemade.

Homemade boats must be registered at the Dover Office (initial registration only). Copies of invoices for materials, builder’s notarized statement with description and a picture of the vessel, and witness notarized statement regarding builder and description of vessel must be provided.
