HIP number - is it Federal or State?

I have always assumed that the HIP number was a federal thing. The questions asked to obtain it never specify within/which state. I always buy 3 different licenses each year, NY, VT and VA. Do I need 3 different HIP numbers?
 
Nope. State thing. Each state is collecting hunting harvest data for it's use in setting seasons, etc.

From the National HIP website:


"As in past years, hunters still need separate permits and numbers for each state in which they intend to hunt.
Harvest information provided by hunters through H.I.P. helps state wildlife biologists better manage migratory game bird populations."

Humm, thanks for the info... just went on-line and made myself legal! For years I have used the same number for different states.... in VT it is part of ordering the license, but in VA and NY it is an extra step. Good now, and will try to answer the counts as state based going forward.

I am in the 3rd year of the wing study, and just this year I got a survey request from the Feds for Vermont hunts only. First time I have seen that.
 
Well I'll try to straighten this out for you. It's a state/federal partnership. The states collect names and addresses and your response to the questions to the USFWS. The Feds use this information for stratifying the sample and the types of birds you hunted. They then draw a sample for each state and send out the hunter diaries or the wing envelopes. The survey is conducted by the Feds. The estimates are valid at the state level and many states have dropped their state specific surveys and use the Fed estimates at the state level. The Feds do all the estimation but Feds and states work cooperatively at all stages of the process. It's important when you get your HIP registration that you answer the questions and if the wallyworld clerk does ask you them you should ask to answer them. Those questions help keep the survey cheaper and more precise.
 
I always thought that states that have mandatory State duck stamps, didn't have to get HIP numbers? Guess I was incorrect...........
 
I buy licenses in RI & MA. You get your HIP number when you buy your license but you have to ask.

A few differences on HOW the procedure takes place from state to state. All the tri-state areas bordering the Ohio River that I purchase licenses for (OH,KY,IN) direct you to the automated call system when you buy a license with a state waterfowl stamp/certification. Takes about a minute to call in, answer the questions as they pertained to your hunting in that state the previous year, and write down the HIP number you are given at the end of the call.
