Do you know why those questions are asked? Yes
Do you know how those answers are used? Basically they are a blunt instrument for harvest estimates that are refined by more accurate smaller samples such as wing surveys where individual hunters are selected at random to provide detailed harvest reports, I believe.
Do you believe that your answers help in harvest management to provide hunting opportunity or take away opportunity? They equip managers with data needed to safely allow the longest seasons possible.
Do you consider yourself knowledgeable about migratory bird hunting surveys or management? Yes, relative to the average hunter. Not when compared to waterfowl biologists who do it for a living.
Do you consider yourself knowledgeable about HIP? Moreso than the average waterfowler.
Would you like to learn more about HIP? Of course!
What would be the best way for you to learn more about HIP? Online discussions led by experts in the field where the ins-and-outs and rationales are discussed. Published reports detailing calculations and inferences as well.
Do you have anything you'd like to tell me about HIP certification? I'd like to see modern technologies, such as apps for daily reporting, be incorporated into HIP process for greater accuracy.

16..the washinton state online HIP end of season report is an improvement over the old system, but it needs to be more
Intuative and user friendly. I know a number of old timers who have trouble with it and just put down "did not hunt"
rather than go thru the cyber frustration .

I pretty much do everything online if I can, never have an issue with answering the HIP survey. Did the bird wing envelopes for a long time until they stopped asking.

- To me, it has always seemed to be a pretty unreliable, arbitrary method of gathering accurate data. The variables affecting the data collected must be astronomical.

Only catch is now PA, charges to purchase the pamphlet (other states may follow), and not all want that added expense, so do not purchase.

PA is a Commonwealth, and the PA Game Commission cannot get increases without political approval (never easy), and the Game Commission budget is strained.

I do believe the cost is $5.

As I no longer live there, I do not know if it is being challenged or not.

Brad, before retiring I worked for Minnesota DNR Wildlife, and before that I was the Statewide Waterfowl Biologist in Utah, and so I've dabbled in these arenas before. In the early years of HIP I had several instances where I was not asked the HIP questions, and I drew the license agents attention to it. In several cases they just assumed "nos and 0s" to the questions, and I corrected them on it. I then informed our license bureau so they could followup with the vendor. I've not had any problems in the last 10 years or so.
 
I am going to bump this to the top so I might get some more responses. I am particularly interested in hear from folks who purchase licenses and get HIP certified in Delaware, Nebraska, Wyoming, and Colorado. You have always had to get your HIP certification online. Do you find this step easy or a pain? Anyone from Kentucky? Your system changed a few years ago, how is it going?
