Definetly a Plasti-duck from Newman and Bennets, Klamath falls Oregon, They work great for coot decoys, clean them off and spray with black Krylon fusion, it sticks like glue to them. You can tie 3-4 together and they dont make a sound when hitting each other, makes for a good coot feeding...
